The tier regarded in the New World as an individual's limit; those who can use it are "Outliers"; under the seven-levels-per-tier theory it corresponds to levels 36–42.
- Signature spells: [Heal] (greatly restores HP and cures most status ailments), [Control Weather] (druidic divine magic), and [Locate Object]
- [Summon Undead 6th]: Fluder tried to control the Death Knight with an original spell improved from it
- Fluder extends his lifespan with 6th-tier magic and ritual magic
- Among human magic casters, only four Outliers, Fluder included, have reached this tier
